It says very clear in CIC that you need to have file number from CIO to apply your BOWP.
If you don't have first hand experience about getting BOWP using your nomination alone, then you are giving a misleading information here.
I am just sharing what I saw happening in my ex-room-mate's case.
I am not making up the rules here or saying that what I have written is CIC's rule.
No-one here has the full information as theres nothing clearly written on nither AINP nor CIC websites. Even the CIC websites says that u may be eligible for a BOWP.

"Qualifying foreign nationals currently in Canada who have submitted an application for permanent residence under the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), Provincial Nominee Program (PNP) or the Federal Skilled Trades Program (FSTP)
may be considered for an open work permit if their current work permit will soon expire."
