Buddy, I went through the same process.

But I transferred my program inside my school, from PHD to master. And I got a 3 year PGWP without problem.

You have to talk to your professor to let you transfer, some paperwork. No need of paying back. Your professor would love to do that as it can save his funding and hassles.

You don't need another study permit if your current isn't expired, if you are in the same school, and, you do need to notify IRCC through the website that you changed program .

From my experience, at least 50% of STEM PhDs in Canada cannot persist to getting the degree, and your professor and school would facilitate your transfer.

Did you come here as a PhD student? When did you come and when did you complete your master's?
