Questions on PCC

Fellow FSW aspirants & seniors,

I am an Indian citizen working & living (with my wife) in US (L1A) for last 5 years.
My questions are around PCC:

1. I have the PCC issued, for myself, by Indian Consulate (NYC) - Dated April 2014 - Will this be valid when I submit my application in Oct 2014.
2. Should I apply for FBI clearance (for myself) as well?
3. FBI clearance will take around 16 weeks - will FBI give any prof of application that I can include in my application or should I wait till I get the clearance?
4. For my wife - should I apply for PCC thru Indian Consulate or the clearance from FBI alone will be sufficient.
5. My wife has the passport issued from India - Does anyone know how long would it take to get the PCC for passports NOT issued in NY.
Per the Consulate website

Police Clearance Certificate
For passports NOT issued in NY: No same day service, Applicants will be informed once the clearance is received.

6. Should I need to handover my wife's passport with Indian Consulate for getting the PCC till we get the PCC?
7. Will Indian Consulate give any proof of application?
8. Any known issues with NYC Indian Consulate on mishandling the passport?

Yes PCC is required from both India and USA. India PCC u can from Indian consulates in US. Yes we need to submit our passports for Indian PCC. It may take around 4 weeks to get India PCC.

You should apply for both FBI/India PCC for both of you.
It is not mandatory to be sent with the application and could be sent at later stage. I am not sure about timing of india PCC, I got FBI in 1 1/2 month or so.
