Question regarding Parent Sponsorship

Hello Everyone,

I am currently working in Canada and would like to sponsor my parents in Pakistan. Would appreciate if someone can answer my questions below:

1) Does experience gained before becoming a PR count? Cause i worked on PGWP for 3 years and then got my PR. So when i show immigration canada my last 3 years of income, 2 years would be before becoming PR....is that a problem?

2) When are we allowed to apply? I read on the website that 5000 limit has reached. So does that mean i cant apply right now and i will have to wait for it to open? How would i know that this is the best time to apply?

3) Can i sponsor my 19 years old sister also?

4) How easy is family immigration in places like Manitoba and Saskatchewan? Is it possible to sponsor my whole family? parents and 2 sisters? One sister is 19 and the other sister is 30

1 - It's not a problem, as long as income was reported on CRA tax returns it doesn't matter if before or after you became a PR.
2 - The program will open again on Monday January 4, 2016. Your app must reach CIC that day, since most likely CIC will get all 5000 apps in the first day and program will be closed again. You need to arrange with a courier company.
3/4 - No, as of current rules you can't include your 19 year old or 30 year old sister in the app as they don't qualify as dependents (current rules is aged 18 and under). Rules may change in the future to raise the dependent age to 21 and under in which case you could possibly add your younger sister as dependent of your parents later, but for sure never your older one. They should look at ways to immigrate independently.
