Hello

We are a small family as war refugees from Syria

I have a bachelor degree in Chemical Engineering with skills of 3 languages and experience (2 years) in petroleum industry

I am asking if there is any legal way to come Canada instead of coming through sea to Europe and possibility of drowning...

You can apply for refugee status from outside of Canada provided you have been recognized as a refugee by UNHCR or another referral organization - and referred for resettlement to Canada. Further details are available here:

Why don't you consider immigrating as skilled person, the procedure takes roughly six months. You are an engineer with languages skills and work experience.

If things worked out, plan to move to Alberta or Saskatchewan.Your education and work experience fit best in there.

If you go this route - keep in mind that you will have to complete a language test before you can even apply (most applicants take the IELTS exam) and also have your education credentials formally assessed. You will also have to be able to obtain proof of your experience and employment through pay stubs, employer reference letters, etc.

If you decide to apply as a skilled worker through the Express Entry program - a score of 450 or higher would pretty much guarantee you would be selected.
