Question about Sponsoring a Cousin?

Hello All,

Have an immigration question related to sponsoring a cousin on the Family Class Program, the situation seems to fall in the grey area of the other family member visa;

Situation is:
My wife immigrated with her mother to Canada awhile ago they are now both Canadian Citizens, however her mother has moved to Australia and is no longer in the country.
Her biological father does live in Canada (by coincidence) but she has no relationship with him or contact (has not had any since a very young age)

She would like to sponsor her cousin to come to Canada - my wife has no aunts, uncles, brothers, or sisters that she could otherwise sponsor.
She does have 1 grandparent (but is not medically fit to move from the other side of the world to Canada)
She is obviously married to me and I am Canadian Citizen, would she be able to sponsor her Cousin under the family class?

I'm guessing no but thought someone might have some experience with how cut and dry immigration Canada is with this visa.

I am afraid your wife will not able to apply for her cousin sponsorship due to the fact that her biological father is still alive. And that you are a living spouse of your wife.

Who can be sponsored

You can sponsor:

brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
another relative of any age or relationship but only under specific conditions (see Note below)
accompanying relatives of the above (for example, spouse, partner and dependent children).
Note: You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.

Who cannot be sponsored
Other relatives, such as brothers and sisters over 18, or adult independent children cannot be sponsored. However, if they apply to immigrate under the Skilled Worker Class, they may get extra points for adaptability for having a relative in Canada.
