I'm sponsoring my wife who lives abroad and I used the form IMM 5401 to pay the fees. The problem is I paid a total of 1290 CAD to CIC and I was only supposed to pay 75 CAD + 475 CAD + 490 CAD = 1040 CAD to CIC for the sponsorship. I called CIC many times to ask about everything and they said it will cost me 1290 CAD the whole thing because I'm from Quebec and they add a special tax. I just checked it out and that special tax is 253 CAD that the MICC charges for processing my application.

PROBLEMS: 1. In total it would be 1293 CAD, so I come up short by 3 CAD. What do I do?

2. Doesn't the 253 CAD fee have to be paid to MICC directly? Is it ok if i paid it to CIC? What will happen?

Any suggestions? Please help.
 
We overpaid CIC (but for a different reason) and they mailed us the reimbursement check back later for the amount we overpaid, after they began processing the file. The separate application to the MICC for Quebec sponsorship and the CSQ has a $250 fee (which is paid directly to the MICC).
 
CIC and MICC are totally independent. First you paid to much to CIC, so when they'll find out, they'll pay you back with a check. You only pay 1040 CAD, just like everyone else.

MICC should, as far as I know, be paid 250 CAD. After sponsorship has been approved (takes currently 8-9 months), they'll ask you to request the QSC. At that moment, do the application and check for the latest update on the required fees.

well that's if its inland. If its outland processing, you pay as soon as the sponsorship is approved and you send in your paperwork to MICC. You'll know that they've started working on your paperwork once the credit card gets charged. It can take around a month from the time they receive your paperwork til when you get your CSQ+however long its taking them to currently approve sponsorships.

I was merely stating the difference in timelines, which is quite significant from 2 months to 8 months. :)
 
We're doing outland common law for Quebec and 2 months after submitting our application, the MICC selection certificate request came. We paid the $250, it was processed a month after that and our application forwarded to my local office (Sydney, Australia).

As already mentioned, I'd say you'll be getting that refund back via cheque when your app starts being processed.
