Yep, only applies to inland as on today.Interesting. So anyone who is outside of Canada right now is SOL.
I remember reading that fees would be refunded during application processing (in the payment section)Good morning for the good news!
I have a question here,
here it said about the fees we should pay: "fee to restore your status in Canada if your temporary resident status has expired more than 90 days ago "
So if my permit has expired less than a 90 days ago I shouldn't pay the 200 CAD restoration fees. but when I go to the application and ask the questions and enter that my permit has expired on Dec 13th, 2020, it asked me to pay the 200 fees!
So am I doing anything wrong here?

I agree. Better call.I think they meant the open work permit fees to be refunded not the restoration fees, I'm not sure!
For this application, you’ll need to pay the
- work permit fee
- open work permit fee
- You’ll be asked to pay this fee up front, but you’ll be automatically refunded once your application is being processed.
- fee to restore your status in Canada if your temporary resident status has expired more than 90 days ago
