This might have been asked many times already but I am posting in behalf of my friend.

Their family : My friend, her spouse and 3 kids
Sponsoring: Mother and Father (of my friend)

The question number 3 *HOW MANY FAMILY MEMBERS, INCLUDING YOU, ARE IN THIS APPLICATION*

How would you answer this question?

and also, if my friend is sponsoring both parents, does she need to fill up forms for the mother and father separately?

If your friend is sponsoring both parents, the answer to Q.#3 would be "2".
Only one form. Either the father or the mother is the Principal Applicant and one would be the Dependant.

Also, this is the Family Class section of the forum, for Canadian citizens/PRs sponsoring their family members. Answers can be very different from economic immigration.
