question about economic effect on work permit

I am working under the NOC list as a programmer and will get PNP certificate from BC government soon.

We plan to apply for her work permit to stay together after we get the PNP certificate in Beijing, China.

Will the current economy situation affect my wife's open work permit?

Actually the only persons who have the "right " to enter Canada, are citizens, Indians registered under the Indian Act, and Permanent residents, who still maintain that status. The OP's spouse is not included in the above.

No, not in the OP case, he includes his spouse in his application as a dependent, which is entirely different from a sponsorship. If he is approved, she will be issued a visa at the same time. As he is working in a skilled occupation with a work permit, his spouse could apply for TRV and OWP now. There is no guarantee that it would be issued.

They think she will not return to home after the visit.
So, we are looking for her OPW after I get PNP certificate.
What might a officer thinks for not giving an OPW for my wife after I get PNP certificate?
