Different story if family sponsorship that is made inland. They will need to wait for PR card.

If so COPR is enough along with the passport.

It works for sure. I landed April 2nd and got new SIN the same day. All I had to do wsa show my COPR & Passport. Next day I went to Services Ontario where I had applied for Health Card first time. They saw my passport, Old Health card and COPR and told me I will get my new card within a month.
