hey guys,
just wondering if I can use Confirmation of Permanent Residence to get a health card and renew SIN, or I have to wait to get PR card then do it?

Health card yes, As for a SIN, if you are from a non visa exempt country, the COPR and the passport with the Visa counterfoil will be enough.

Just COPR and foreign passport for visa except countries.

Different story if family sponsorship that is made inland. They will need to wait for PR card.

Sorry, Im a little bit confused. I'm in Toronto, I have a SIN and Health card, but they both expired. So can I use COPR renew them or not?

Read the link. Did you become PR with CEC?
Do you have a visa counterfoil in your passport? or are you from a visa exempt country?

If so COPR is enough along with the passport.

For health card renew you also need proof of residency. See the leaflet that you received with notice of expiration.

Here in Ontario three different documents are needed to renew health card. Prof of citizenship (eg. COPR), residency (eg. driving license) and identity (eg. passport).

Technically the COPR is proof of OHIP eligibility, not 'citizenship'.

That page also says the PR card is the 'only acceptable document if your claim was processed in Canada'. What claim are they referring to?

I saw this but changed my sin with the COPR as my pr card hadn't arrived yet. No questions were asked.

"If your claim was made or processed in Canada" I believe was referring to what kind of application and where it was processed.

For example, mine was an inland spousal sponsorship.
Therefore I did not need a visa counterfoil to exit and re-enter Canada again because my landing was made in a local CIC office.

I was not able to get a new SIN until the PR card arrived. (It was kinda annoying but that's what I've been told.)

Health card can be processed in registries and they are not that strict and only look at the COPR and that was enough for them renew my health card and my license.

It works for sure. I landed April 2nd and got new SIN the same day. All I had to do wsa show my COPR & Passport. Next day I went to Services Ontario where I had applied for Health Card first time. They saw my passport, Old Health card and COPR and told me I will get my new card within a month. Gave me papers with new Card # and expiry date.

For Health card go to renew it where you first applied, thats the only thing I would say because the small offices may not be able to do that. This was told to me by Health department Call center guy.
 
For Health Card renewal in Ontario CoPR is 100 % enough you do not need PR card.

The only nuisance is that here in Ottawa I needed to go to the downtown Laurier main Service Ontario centre as the local Service Ontario was not able to process my card renewal. Although I got my first card at local Service Ontario (then with my work permit)
 
This is a good point, only certain Service Ontario locations can process foreign-born people for Health Cards. I learnt that the hard way, tried to do mine out in the suburbs where I knew the line would be very short, but they sent me back downtown.
 
I'm from a non-visa exempt country, CoPR was enough for me to get both the health card and SIN.

I went to Service Ontario at Yonge and Steeles for Health Card, and Service Canada at Yonge and Sheppard for SIN upgrade from temp to permanent.
 
I am going to apply for a health card (OHIP) first time since I came here
is it enough to carry PP and COPR?

will they tell me to wait 3 months? ow long does it take to receive the card?
