That´s why I said it is an option, you decide whether to authorize CIC to give your data to Elections Quebec, with the presumption that you actually and presently live in Quebec, first you must say if you actually and presently live in QC, if you do then you have the option of allowing CIC to send your data to Elections Quebec and get registered as a voter or not, my point is that clicking yes to state that you live in Quebec and getting registered here without actually living here amounts to providing false information because you cannot register based on the possibility of living here in the future, which is what chelavnzuo suggests

Rewind. I don't presently live in Quebec. Therefore, I checked No in the first part. So my original question (modified now) is: Why would I check No in the second part of the question? Doesn't that imply that you live in Quebec, and don't consent to provide your info to the electoral officer?

By checking NO in the first question should be enough, you do not live in Quebec so you have nothing to do with electoral registry in Quebec, but if you want to be sure then check NO in both, it doesn´t hurt

I've read the guide, which only confirms that whoever designed the form or the guide lacks basic logical thinking.

For Question 9C, the guide only tells you what to do if you actually reside in Quebec. For whom live in other provinces, which is like 90% of the applicants, the correct way would be to draw a little box besides YES/NO and write down N/A and check that box.

The same technique applies to Question 9E if you are going to submit a language proof other than LINC.

Not really, all it requires is to read the instructions, and use common sense along with factual information...no I am wondering to what university you went or what you studied
