I am a Canadian resident and living in the US on h1b. 3 years have passed and I have now about 2 years left on my PR card since the landing date to meet my residency obligation.

If 1.5 years is left for me to meet my obligation, can I still move and renew my PR card 6 months after?

You will not meet RO when you re-enter to Canada if you only have 1.5 years left.
If you were NOT reported, then you can live in Canada without leaving and once you meet your RO, you can renew your PR card.
According to your post, you will need to live in Canada for at least 2 years straight to meet your RO before you can apply to renew your PR card.

So you are taking the risk of being reported when you cross the border and the risk of needing to travel while you try to meet your RO. (2+ years)

I agree with above but going to simplify (I think): if since the day you landed until your five year anniversary you have been OUT of Canada <1095 days - no problem. After the five year anniversary of the day you became a PR - same calculation but looking back five years (on rolling basis) - OUT of Canada less than 1095 days - you are in compliance, no problem.

More than 1095 days - out of compliance and potential issues. If not in compliance, you should not apply to renew card, but remain in Canada until back in compliance.

Assume you mean PR not resident.
