I'm a bit confused here. We've nearly filled everything out but the Sponsor’s or Co-signatory Spouse’s Declaration of Authorization, which they said MUST be filled out in French... but, the things is, I can't find it in french.

If you go to the top of the page on the right side where it says "Français" and "Espagnol", you can click on "Français" to put the whole page in French and it gives you the links for the forms in French. You'll end up with this page: http://www.immigration-quebec.gouv.qc.ca/fr/formulaires/formulaire-titre/demande-engagement/trousse-a.html
And, the form that you're looking for is the 3rd one called "Déclaration d’autorisation du garant ou du conjoint cosignataire".
