Hi, I am wondering if anyone knows about this processing at quebec. I applied for my wife sponsorship as PR and it's been 5 months already. The processing time shows me 27 months. Can I move to other province and make the processing faster ?

Theoretically, you can. But you'll probably need to convince the IRCC that the move is genuine i.e. getting a new job in that province, long-term rent lease etc.

Keep close attention to the media, it seems that there is some movement in terms of resolving that crisis.
