Hi,
I am applying from Romania and I checked the processing times for this program. The message is:

There are no more paper applications in inventory for this country.

What does it mean? Did they process every application until now?
How fast do they process with and without a job offer?

around 3 years (CSQ), 15 months (Visa)

The only way to apply to Quebec is by its online application tool named Mon Project Quebec. here is the link so you can check it out!!
