I am applying from Romania and I checked the processing times for this program. The message is:

There are no more paper applications in inventory for this country.

What does it mean? Did they process every application until now?
How fast do they process with and without a job offer?

job offer will reduce time to get CSQ (maybe half i don't know), federal one is the same for all
