Can anyone confirm whether we can take U turn to visit CBSA building as highlighted in the image without heading to US border gate? If yes, whether i have to follow the red arrow or blue arrow?
Please check the image uploaded in the below link.

Yup, neither blue or red seems to go across the US border control station. You just need to wait in line for US entry, tell them you want to make U-turn for PR at Canada. US officials will show you the way to make the U-turn after you get the administrative refusal so there is no need to think about it beforehand. You also need to re-enter Canada and tell the agent you're there for landing so they will tell you where to park and which desk to go to at the immigration building. Most probably neither.
With RED you are bypassing both Canadian and US check posts.
With BLUE you are hitting Canadian check post but bypassing US check post even though you are supposed to get admin refusal from US CBP.
You will need to go to US check-post, get refusal letter and then turn around and then use BLUE path ( most probably) to go to Canadian check-post.
