Hi! congratulations on the job offer! My recommendation would be to first explore work permits. If you currently do not have previous ties with Quebec (studies, work experience), it might take well over a year and a half to get the CSQ and the federal Permanent Residence (quebec has no immigration program aligned with express entry). I will not suggest to start processing anything from Quebec. If you have a Open Work (PGWP) permit you can work in Montreal without an issue. I would suggest to wait for your express entry application as you should be able to get it before May. There is no stated rule, but the experience of many says so. I hope that it's not the case as I think, though. Well, there is no explicit rule states that spouse must stay outside Canada until PR gets approved ( may differ for non-accompanying spouse and newly married couple), so that they have both inland and outland application process. As long as you prove your have financial stability, you may apply for a TRV for your spouse then extend inside Canada until her/his PR gets approved. During this process (inland) you can also apply for an open work permit for your spouse.
