I am not sure if they will do it even if you don't have an account with BPI, but it helps if you do.
BDO (select branches) and Metrobank also issue demand drafts in CAD.

The application is for her, but she studied in Quebec and now works in Quebec under a post-graduate work permit while her application for PR gets processed.
