Thanks. So, we can get the landing papers without leaving Canada? But all people who got their PR told me that they crossed the border, why? Is it easier, or the first option is something new?
What do you mean by we don't need US VISA if we have a valid study/work permit, and we just want to visit US and come back to Canada? I once had a conference in Washington, and applied for a VISA although I had at the time a valid study permit, and a proof that I am studying in Canada. The result was that they were very slow that it took more than two months, and they called my passport after the conference was finished!!!!
Thanks again
In the first option you call and get an appointment. Usually the appointment time is given very late and so people tend to just go to the border and get it done.
Regarding US visa, I gave you the wrong information. My apologies. Please see below for the correct information:
Applicants along with their dependents(who are also landing) should drive to the border and tell the border security that they are there for a "flagpole". All the members should possess valid passports(stamped with PR immigration visa) and the documents that confirm their approval for Permanent Residenceship
US Border security officer will either issue a
"rejection of entry" slip at the border or will request you to visit the Border Security office to get one
After the issuance of the "rejection of entry", border security officials will escort the incumbents to the Canadian border or re-entry gates to Canada
Primary applicant along with his co-applicants/dependents can enter back to into Canada after getting their landing papers in the Canadian border security/customs/immigration office in the border. The landing formalities will be done here.

-- Regarding no visa. What I really wanted to say was that if you have an expired Canadian visa and a valid US visa, then you can still go to US and come back to Canada as long as you have a valid work/study permit.
