Unfortunately the article says the prioritization is only related to the 3700 out of 18000 living in Quebec and applying for a CSQ. Nothing about prioritizing PR applicants.
In addition, prioritization for these people means they get invited to the new system preferentially once it is in place, not that their current CSQ application is processed preferentially.

Applicants from other visa offices are getting their PPR's. It seems they have currently stopped giving DM's and PPR's only to the applicants from India. That's sad. Really sad.

About the applications already in the federal stage and the CAQ's plan to reduce the quota for 2019 in the Federal QSW program.

https://www.cbc.ca/news/canada/montreal/immigration-quebec-ottawa-1.5035880

"For the sake of fairness to claimants who are already waiting for their claims to be processed, and because this is a general policy that applies to all aspects of immigration, [the department] usually deals with requests on a first-come, first-served basis," said Peter Liang, a spokesperson for Immigration Canada.

Not looking so good...
News says 41200 files waiting in the fed stage and they will process around 20000 this year.
Anybody has an estimate till which file this will reach (for example, till AOR received May/18..)?
Maybe we can share some application numbers to figure this out?

It is said that 41200 files in the queue, also said 38500 inventories created in 2018, 30400 inventories created in 2017. Meaning not too many from 2017 are left?
Anybody has any idea about this? Please share!

On Tuesday, during question period, Quebec Immigration Minister Simon Jolin-Barrette blamed the previous Liberal government for accepting too many people when he was in power. "What the Liberals did was that there was no demand management and at the federal level it created inventories of 30,400 files in 2017, 38,500 people [in 2018], 41 200 people currently at the federal level. That's the liberal management method, another inventory. "
