They check your travel history, your criminal history in your home country and where you have resided for more than 6 months, they check to see if you are not a threat to Canada, if you are affiliated with any gang organizations,...and so on. As for me, i don't know if they check my job information et education, maybe they did it online (I don't know). They have started my verification back in September 2018 when they asked me for an update on my travel history and sent me pre-arrival letter and finished it on February 22, 2019. So basically 5 months.
The normal processing time for application processing is 19 months. It is observed that it normally takes around 2 1/2 months more than the normal processing time to process an application. However your 'bring forward date' is taking the processing time of your application beyond 24 months. It is indeed surprising.
Lately it is also observed that some visa offices have just stopped the processing of applications while it is extraordinarily slow in some others. This is being noticed by many since around 2nd week of December. However the reasons behind this slow down are unknown. No one can state with authority the reasons behind the slow down. However I am just wondering if your 'bring forward date' is an indicator of the real extended processing time which in your case is 24 months. We will have to collate the data of several applicants to come to any conclusion though. Let's hope for the best.

Anyone has an idea about the Primary office role and the secondary office role ?
I don't understand the reason why they are doing this. In my case, my application is complete and nothing else to be done on it except DM and PPR and Visa. I passed everything.

I am hearing these terms for the first time. However what I know is that our applications are processed at two offices. I mean we first submit the files to the Nova Scotia office in Canada and then these files are transferred to the respective Case Processing Centers. I guess that is what you probably mean. The primary office would be Nova Scotia for all and the secondary office could be our country wise Case Processing Centers (CPC's). Once the preliminary processing is done on a file the Nova Scotia office transfers the files to the CPC's probably based on where an applicant lives. As per my understanding all files in the later part of the process are processed at the CPC's.
As I said in my earlier post ab, the reasons behind the wait are practically unknown to everyone. Applicants might know the stage of their personal file and documents required if any but nothing more than that. The Visa Offices are quite successful in maintaining the secrecy which is definitely good. They should ideally bring in some changes in their communication but any discussion on what they should ideally be doing is futile.
Yes, it has been two months ago that I received it. It was before my medical. Then, I passed Eligibility and they were still working on my backgrounds check. Last Friday, my MP told me in an email that it was a good news for me for I passed all backgrounds check ( Criminality and security ) which were finished in February. I guess after they received my medical results. She added that my application is complete and ready for final decision.
I don't want to request another GCMS notes until I get the magical email for visa issuance.
