Quebec Skilled Worker CSQ rejected. How to write appeal letter. Delivered late

Hi everyone,

I need urgent help in writing letter to request Quebec Direction de l'immigration to reassess or review again my CSQ application for skilled workers. They had requested additional documents. I prepared and posted the documents but unfortunately it was delivered 3 days later than deadline! (deadline on Friday, mail was delivered Monday next week).

Here's the story. I hope this is not a rare case:

For some reasons like dealing with diplomas and documents from different countries, it was really hard to prepare everything in time. Unfortunately it was delivered to immigration office 3 days later than the deadline they specified for me!

So three weeks after that, I received letter of rejection of my CSQ application :( . Letter of rejection confirms that they received the documents, but they reject my application because it was delivered after the set deadline.

It feels like the whole 2-3 years effort is just destroyed for no good reason. Learning French, taking tests, work experience, etc.

Has anyone had similar experience and managed to write a good letter to request reassessment?

Should I request for 'administrative review' (as it says on Quebec website) or something else such as 'reassessment'? But is this a case of 'administrative review' at all? Because from what the letter of rejection states, it appears they did not review the complementary documents at all.

I drafted a letter which I'm going to write again in French before posting it. I just hope I can restore my application process somehow.

I greatly appreciate any comments or tips!

Dear Sir or Madam,

I submitted my application for CSQ Permanent Workers in November 2013. My application was reviewed, and subsequently Direction de l'immigration économique - International
requested me (by letter no. *) to send complementary and up-to-date documents.

I submitted the requested documents. A few weeks later, I received a letter (letter no. * attached) informing me that my application for CSQ is rejected.

I hereby apologize that the requested documents were delivered to your office a few days late. After all, it took a long time and effort to learn languages, get certificates and all other requirements ready for CSQ application.

Regarding that my parcel arrived a few days late, I am kindly asking would it be possible for you to review my documents and assess my application?

It is my greatest wish to immigrate and start a new life in Quebec.
