I am not sure if I agree with what you said. I will give you an example, My college diploma was signed by my Dean in 2005. She passed away last year. Based on what you said, does this mean that the validity of my diploma will not be verified since the person who signed it already had passed?

As far as I understood, Certified true copy is a copy of a document against the original, notarized by legal authorities like a notary public or a judge, irregardless if the person who originally signed the document is deceased or not.

The HS diploma I sent is not a clear copy but the principal's signature is visible. Just had that notarized and sent it to Quebec. According to my immigrant lawyer, it is OK as long as it is a CTC. :)

Validity does not pass away with the person. If it is in record na yung signatory ng papel mo was an employee of the institution and held a position, kahit anong mangyari sa kanya, wala kang magiging problema as long as the institution validates her presence at the time of the signature.

Most likely, the one you are talking to doesn't know what's right and he/she is trying to force out cash from you. Try talking or escalating your problem to head registrar or dean.

Now i understand where the confusion is coming from. There are certain documents that are issued as original and there are not. How did I say this? I remember when i requested for the certified true copies of my credentials in my school, I photocopied my tor along with my diploma hoping I will only be paying for a sign and seal and pay minimal amount, but to no avail, the lady at the registrar said they do not certify xerox copy of the tor because according to her the tor will be printed using the school paper and i need to pay 750.As regards to the diploma, I remember she took the xerox copy of my diploma and paid less than 50 pesos to get it certified.

And just to add one more point, the authorities who had signed our diploma normally they are the head of the institution, the one certifying it as true is the assigned person who verifies its authenticity...the registrar.

Its been a long time to be here,, I have a problem right now, Sa tagal ng QSW I've seen a opportunity for other country, should I grab it or hehentayin ko tong sobrang tagal na proseso ng QSW. U know guys I seen people who wait for 5 years in this program, Baka sa ka hihintay natin we cannot see another opportunity. A piece of Advice try to look for another opportunity baka mayron na mas higit pa sa QSW. :D

Just grab the other opportunity to other country. If ever you get approved in QSW, they'll ask for updates from you. Mas magandang maging busy tayo dahil kapag wala kang ginagwa, nagmumukhang matagal ang 1-2 years na average timeline ng QSW.

That's the risk you have to take once you lodge a Federal application with an existing Quebec Skilled Worker application. :)

Sumagot pa pala ako sa thread na yan. He he!

I still consider it somehow a risk. It could somehow prolong the timeline. The process of withdrawal seems easy but it could pose hassle at some level.

With all that, Id still take the plunge. Still hoping that QSW will have some news this July. :)
