just ask your registrar to do an official translation attestation for the hs subjects in tagalog.

kaya nga po..tinawagan ko na sila..kinakabahan ako kung bakit hihingi sila certified true copy na original na nga binigay ko..hahayyy..meron ba mga instances na kahit may file number na na rerefuse pa din?

Yes. Once your file is open you already have a file number. Then you will receive an acknowledgement of receipt. If in case you'll be set for an interview and after that they deemed that you are not qualified for a QSC that means you are refused. So if you'll be scheduled for an interview, make sure you get ready for it.
