People in Canada transfer to other provinces for many reasons. Some do because of the weather, some because of lower taxes in some provinces.
Ideally, once you get PR, you can transfer to any province you desire but if you applied for a PNP (including QSW) to a specific province, I suggest staying with the applied province until you get citizen status. If you transfer while on a PR status from PNP, you will be questioned with that decision when you're applying for citizenship and could possibly be denied. Ang pinaka ayaw ng Canada ay yung inaabuso yung kabaitan nila.
They say that it takes 3-5 years to be fully comfortable with a new country. By this time, you should be adjusted with the language and the culture. And most likely, by this time, you are already eligible to apply for citizenship.
