my common-law partner (living in Quebec) made an in-Canada application for permanent residence in April 2014 and received a letter from CIC in Aug 2014 stating that her application had been received in April 2014 and she would receive further correspondence once her application was under review by an agent.

out of the blue in January 2015 she received her Open Work Permit that she had asked for on her PR application with no letter or e-mail or anything explaining what to do next. She knew well enough though that she had to apply for a SIN which she did.

myself as sponsor, I have received nothing from CIC about my approvals as sponsor although I know full well that there will be no problem there.

Here's my question:
at what point can my common-law partner apply for her Quebec Selection Certificate? The information about this is a little bit confusing. From what I read on the Quebec site, it says that I would first need to receive a letter from CIC stating that my sponsorship is approved and to now proceed to continue the process by submitting an undertaking application to the MICC. Further on it says if my common-law partner's PR application is being processed in Canada, it is to her advantage to apply for health coverage as soon as possible.

Does anyone on this board have experience with the Quebec portion of the PR application to CIC? I would really appreciate to hear back from you on this. Thanking you in advance,

Your partner needs to have the approval letter from the CIC first as it's requested on the CSQ checklist.

3 important steps

Here are three important steps to follow to sponsor a close relative and information to understand this process. The person you are sponsoring must also complete certain procedures.

Submit a sponsorship application to the Government of Canada

Submit an undertaking application to the Government of Québec

Ask the person you are sponsoring to complete certain procedures, namely, applying for a Québec Selection Certificate and permanent residence.


Procedure

To apply to sponsor a relative, you must send to Citizenship and Immigration Canada:

the Application to Sponsor forms
all required documents
payment of fees charged to process your application



If Citizenship and Immigration Canada approves your sponsorship application, you will be invited to continue your process with the Ministère de l'Immigration, de la Diversité et de l'Inclusion.

I am actually the sponsor and my common-law partner (living with me atm) is the person I'm sponsoring
the depressing thing about waiting to hear back from CIC to proceed to MICC is that there is such a backlog of applications at CIC
from my calculations CIC is progressing 1 month's worth of applications for every 3 months of wait time.

Yeah, tell me about it :( . It really sucks. Then if they make mistakes it's even worse. I hope my info gave you a good start. Unfortunately a lot of this is a waiting game.
