We did ours at Lozeau on St-Hubert, and it was pretty cheap.

Brought the specs to them, and they took care of it.

Perfect timing to update this thread!!
SO I obviously need photo for the PR applicaton but since I'm extending my stay I needed to upload one photo for that.
I went to Jean Coutu and she couldn't do the specs I showed her. I also showed her the PR application specs. She said she couldn't do those either!!!!!!!!!! WTF! It especially pissed me off because on their website they said they can do anything government related whether it's passport, permanent residence, etc.
Needless to say, I was very irked....
I just ended up doing it myself. Luckily I just needed a digital photo, not a print for my extension application.
 
We modified and sized a digital picture that we have and gave it to Lozeau on a USB stick. Printed one copy @ 69 cents. Once it was ok, we asked them to print 3 more @ 69 cents each. :)
