I have few questions related to Quebec Skilled worker program.
1. Do I need to pay the fee at the time of filling the online application? Or After receiving the Invitation from Quebec Government?
2. If I have a Express entry profile as SINGLE, then here Quebec online can apply with spouse and children?

well AOT means : Area of Training

intention to reject: As per CICNEWS.COM An “intention to reject” is usually issued when the visa office finds that an application along with supporting documents is incomplete or that the documents do not conform to the required format, and therefore the application cannot be processed

received intent to reject on 7 dec 2015 with transcript of masters degree and birth certificate required and they received my docs on 29 dec 2015. more than 4 months passed , no decision is taken yet.
also overall more than 52 months passed to my application. what they are doing with applications ?
