I was told that you don't need to provide proof of fluency of French at the beginning; rather, when they ask for more documents you are given a choice if you'd like to attend an interview or send out your TEF results.
Also for IELTS, I was also told if you have been working in English, you will only need a letter to show what your job has been and where you have worked.
About the forms, I really need them ASAP. I think I have to prepare the FSW forms + Application for a Selection Certificate; is that right? Could you please please help me with this?

the actual procedure is that you send all the documents with the application, this includes you language results as well (french & English, whichever you have). is you dont have the test results from any recognized institutes, then you can provide supporting documents to show that you have worked in engslish or french. whatever is told to you regarding interview is incorrect. they either call or dont call for interview, no choices are given (like submitting TEF results). It all depends upon visa officer's discretion. i hope this clears.
