Now you cannot apply for quebe. The application cap has reached. You have to wait till next year to see rules and immigration targets for quebec. From what I heard it is completely different to this years so wait and see.

How r u all? I m applicant from Feb 2012. Can anyone tell me about MICC's decision on Rules :
1. Are they follow new rules for the applicant before August 2012? Then new rule should be applied in AOT and Language point also, is it?
or
2. Are they follow old rules for the applicant before August 2012? Then according to old rule AOT and Language point should be pointed also, is it?
My AOT is CSE which is 12 according to new rules / 6 according to old rules.
My French is L:A1 (=0) S:B1 (=0) according to new rules / L:A1 (=1) S:B1 (=4) according to old rules.
Please reply.......

Birth certificate certified true copy
Passport size photograph 2
Passport copy
Visa copy if relevant
An updated contract respecting financial self sufficiency
Processing fee 162 CAD BY DD or Credit card payment
And send it to Midi address

I filed my application on 30th September 2014, and got my AOR on 5th November 2014. It is crazy fast and I would had been happy had it been not written in their AOR letter to expect delays and not to contact them until further notice.
My question is is this a usual template which they send everyone? or the processing time has somehow increased and they gave me AOR so I don't get panic due to the increase in delay...
 
Dear Kaushik bhai,

please find all the details in document GPI-3-1, search in google and you ll get a link to download it, make sure you download updated as on October-2014, unfortunately the document is in french but i guess it is not that difficult and is one of the most authentic document.

Regarding french, whether you need points or not, it is always advisable to have some proficiency and take test to demonstrate your interest in integrating in their culture. You might be excluded from this requirement if you are in profession which is very high in demand, most likely applicants of who fetch 16 point for AOT(Area of training).

How did you get a AOR so fast, i applied on 11th August and I havent heard from them yet. Maybe you have job thats why.

During the application, no, you do not need a French test result to get a File Number. But, it is highly possible, (particular so, your English level demonstrated by IELTS is not very ideal) after 3-4 years of waiting, they will eventually inform you to hand in a French test result of B2 or above B2 levels within a period of time, say 18 months. I agree with the previous person's reply: you definitely need to study some French when waiting. Now that can be quite an investment of both your time and money.

Regarding to your question about your total points, we do not know yet whether they will change the policies next year when the program opens again, so the current point system might not apply anymore in 2015.

Also, i got acknoledgement and opening of file in July 2012.

Since its over 2 years now, what are the chances?
