I sent my file on July 2012
And got my file no June 2013 and now waiting for interview
My BIQ is hong kong.

Is anyone there in the same boat?

And I hv heard they held interview only 2 times a year? Is it true.

if they charged you already, i think its a good sign. It maybe delayed because they only use regular mail to send you back the aor. I got mine already.

i don't know..it was charged by oct, last year so 3 months now still i don't have my aor mail

You have to call them. There is no online status check, at least yet....

Probably so. Federal and Quebec are closely tied. If one gets harder the other one will get more load... They realized they need to cooperate. For example Vienna processing times for Quebec Skilled Worker class jumped from 1 year to 2.5 years. It means IMO that they stopped processing applications. People already working in QC can, of course, keep working with temp status. That is one hell of a move from their side - they are basically making applicants stay in QC (they can't easily move to another province, they can't apply for citizenship etc.), or -like many of us here on the forum- out of Canada.

If someone from QC or federal gov't is reading this, this has been a dickish move, which will eventually turn against them. There are other and better solutions...

This is off topic, but there have been ways to avoid backlog and if they couldn't do it or didn't want to deal with it then, why are they doing such shit now?
Canada should shift to Expression of Interest (similar to Australia and NZ) as soon as possible. That seems to be controlling backlog quite well.
All the applicants in the current backlog should be processed according to rules valid at the time of their application (retroactivity http://en.wikipedia.org/wiki/Retroactivity), because Canada is based on irretroactivity of law. Canada and QC should have not allowed these people to apply in the first place. All the applicants deserve fair treatment.
I'd suggest to create special quota for them, which will slowly ensure their processing in a timely manner (let's say 5 years). I don't like that Canada/Quebec is dropping their poop on others. Everyone should deal with his or her own 'excrements'.
Alternative to my suggestion above, there could be special LMO-exempted job search visa for applicants from backlog.
It would be needed to tell everyone what year his application will be processed. It would be a straight up approach. Everyone would know when his application will be processed. Then they would have an option to choose the job search visa.

I applied for CSQ on 15 july,2013. And i got my AOR on 10 October, 2013. And AOR mentions as BIQ Newyork. I don't know still how long it will take to process the application and to get an interview. I stay in Montreal. Does anyone have any idea, usually how long it will take for the Quebec temporary residents?

The processing times are on their website (currently Oct 2012 for USA). If you are priority, you will get it faster.
The date above means: "If you have submitted an application for immigration before this date and your file is complete, you should have been called for a selection interview."
However, your processing time could be anything...
You should be checking their website for updates and then you can "guestimate" your processing time. (Last update of processing times: "Last modification : 2013-12-17")

P.S. If you are already in QC you may have other avenues to stay there...

after two months we got the tefaq results and it will give us 15 points.total points will be 75.
hope that they will do waiver for the interview and they send me the CSQ .
