If you have sufficient points and the immigration officer doesn't have doubts about credibility of your documents you'll just receive CSQ with no interview. First, they issue the letter similar to AOR, but with notification that your case is pending decision and then 2-3 weeks later they issue CSQ.
 
So 16% of landed residents in Quebec last year speak English, then 25.9% knows French, then 35.7% know Both English and French but 22.4% knows neither English or French. This is according to the latest data in http://www.cic.gc.ca/english/resources/statistics/facts2012/permanent/13.asp. This is not just the skilled worker ALONE its the total.
 
It's hard to believe that Quebec granted 55,062 PR last year. I guess they are granting maximum PR's to someone who are already present in Quebec as students and Temporary Workers.

As per the response and activity on this forum, The no. PR's granted for foreigner's living in other countries has very less contribution to the tally of 55,062

Since they have received 67 out of 300 applications under Engineering Management cap.

Proof is the new EOI system introduced by federal,
 
Guys I need your opinion, I am applying with my 3 kids but not with my husband since he needs to finish his 3 year contract in UK and I don't want to include him yet in my application.

Do you think they will consider me as Single Applicant or With Spouse?

you should include him , you will wait for around 2 years for visa, so he can land and come back 1 year

That is not true, if you have included french exam results, your documents seem authentic, and you got 55/63+ points (especially if you have 12/16 points AOT), then you have high chance for a waiver. Search this forum, you will find a lot of ppl who got a waiver.

It will take 2+ years and in federal stage you can mention whether your husband will land with you in Canada or join you at a later date. It's better you add him and get the spouse points too. CSQ is valid for 3 years and even if expires, they will send you again, so add your hubby in your application.
 
Hi,
I have received a letter from BIQ with subject "ouverture de votre dossier de demande de Certificate de selection du Quebec". The letter also states my ref. individuelle and dossier number also.
Is this AOR ? What stage is my application ?
