Files currently being processed, that is, those for which processing began before August 1, 2013 are reviewed according to the rules currently in effect. Applications for which processing has not yet begun and those received after August 1, 2013, will be reviewed according to the new rules.

What does "processing" even mean there?

When we submit file, it takes 2-3 months for AOR. This means, if anybody have submitted file in MAY, JUNE, JULY, 2013 and not get AOR till now, will be processed under new rules. This makes clear that new rules will not make effect on whose who got AOR. so chill guyz !!

But our interview will be tough, that is sure !! Because quebec immigration will get good french learner after implementation of new rules so they will try to ignore us or will reject in the interview, there main focus is FRENCH and only FRENCH !!

if they reject applicant week French, they will save cost of free French courses provided to applicants ;) applicants with good French can easily hunt job depends on profession, that also will decrease chomage unemployment percentage

after few years French speakers may vote yes for quebec parti and for separation.

conclusion, everyone with week French during interview who doesn't have enough points shortage 1 point will b case to be refused for sure.
you can work on French, best investment is to study French conversation courses, since everyone looks for better future ;D

also for some people from some religions are case for refusal,,, if the officer feels cant adapt in Christian society :)

Dear All,

I am confused again after I read some new posts.I did not mention/claim any points for french language at the time I submitted my application as I was not submitting french language result. At present,I am in the final stage of beginner level one.Would this be a matter of problem at the time I submit official french language result?

With all the best

Hi Subash,

I am also same like you, i didnot clear my french exam. I got DELF A1 - listening -20/25 =1 point, but speaking is fail. total score 45/100. So, without clear the exam, i cant claim 1 point also. So, still i m studying french. The only plus is i have enough points without french.

unless you are in priority occupation, you may have to wait for 2 years to get all things done, you should probably wait for another 6 months to a year before getting the csq...

yeah lets see on 2020 your interview will come then remind me where will you stick ;D its clear like blue sky no missions for asia until november 2013 , they delayed everyone interview 6 month.

remember that before you are called for interview, youll be 6 to 8 months waiting list. so from now you have 14 months waiting time thats if your file is on they officer desk.

Check page 11 on this report, they will take 6000 from all asia
http://www.micc.gouv.qc.ca/publications/fr/planification/Plan-immigration-2013.pdf

already they are processing 6000 files/year in Damascus BIQ

you can go back and check posts by some ppl who were interviewed applicants b4 december 2011, they were asked for french exams.
there is high possibility for they ask for b2 level, or act like that.

The officer can do 4-5 maximum interviews per day, each officer = 1 mission so during 1 week can interview 30 applicants,120 /month
There are 25000+ files in HK BIQ how many years? they need miracle...

this miracle is the new language rule,,, if they apply it they will cancel 95% of the applicants

yes it will not put an impact but file no/serial nos are generated automatically by the system whether its accepted or rejected. so u don't know if we consider there are 25k applications pending in which some of the application would be rejected some would be returned back ! .... so u dont know the exact situation and no of applications pending

[size=10pt]The important thing is to qualify one can wait if he is aware that he/she will get CSQ.

Else, all be ended in vain.
