I want to share my experience on my Quebec Immigration Process under Skilled Worker Program. I applied through New York Office in Sep, 2011 and received my CSQ in July, 2013. My Work / Field of experience do not come under priority processing. I am from a Non- French speaking country with no prior knowledge of French, but I claimed 6 points as Advance Beginner (A2) on my file at the time when I submitted my application. I claimed 0 Points for Stay in Quebec or Family or Friends in Quebec since there was none.

Processing Timeline:

September 15, 2011- Application Submitted
October 26, 2011- AOR Issued
August 21, 2012- Interview Waiting List
Feb 13, 2013- Interview Date Received
Feb 15, 2013 - TCFQ for French (Got A1 in both listening & Speaking which converts to only 2 points on my application, so I decided not send the results to the Immigration Office)
April 16, 2013- Interview at New York , Rejected because of low Proficiency in French, officer gave me 6 months to prove my French Proficiency by achieving A2 in both Listening and Speaking in TCFQ).
May 24, 2013 – 2nd TCFQ, (Got B1 in Listening & A2 in Speaking)
June 21, 213 - TCFQ Results Submitted at Montreal Office
July 8, 2013 - CSQ Issued.

Interview at New York Office was not a pleasant Experience. Immigration Officer told me upfront as he sat down and opened my file, the only reason he can see him not giving me CSQ today would be French. Regardless, how much he was impressed with my Work Experience, Education, and amount of effort I put in learning French, and moreover I was already at A2 level by the time of interview and was ready for the whole interview to be conducted in French, but he was looking for fluent French, so he decided not to issue the CSQ by 2 points till I prove my hold on French language through TCFQ, he gave me 6 months to submit the results.

Anybody who is waiting for their interview should start working on your French ASAP. I used Rosetta Stone's first 3 ½ Cd's and took couple of private lessons to prepare for the interview. For TCFQ, together with Rosetta stone, I listened to French news and practiced some TCFQ Mock Papaers online.

Congratulations on receiving your CSQ and thank you for sharing your experience very useful information. If you don't mind what is you AOT?

Nice experience! Good you realised you were not well placed in French and decided to work harder in order to get your csq. Yes Rosetta Stone is a good one for french lessons, especially if you don't live around people who speak french regularly.

I wish you the best in your federal stage and hope you grab PR early 2014. 3 years or less is not too bad for the procedure.

Hey guys!! Good news!!!

Just to tell you all that I prayed seriously in church today for God to soften the hearts of the Quebec decision makers so that they shouldn't let New rules affect Old files, and that He should help them hasten up the Immigration process so we can all make it to Quebec sooner than expected!!!

Amennnnnnnn

5 months after medicals is average and normal. I got visa 5 months after medicals, but I was from a relatively fast visa office (London). They are doing security checks and waiting for confirmation of your clean criminal record from a bunch of different organizations - there is nothing you can do except waiting. I see Beirut/Damascus on your profile - so you should prepare yourself for an especially long security check.

Dear Ketevan

thanks alot for your valuable information .. that's very kind and sweet from your side ...
I got ppr in 2011 and they returned back my pass without a visa issuance for further processing .. then damascus closed and med expired .... I redid medical before 5 months with a clear background checks ...
they said the med results are still in france? And when they enclose it to the file I will get ppr ....... Is that reasonable that med results stay in france for 5 months

background checks also have expiration date. Since 5 months passed from your medicals, it suggests that they started a new round of checks or are still waiting for confirmation from external agencies.

What is your visa office currently? Paris? And tell me what is the last line on your ECAS - is it "medical results have been received on XX-XX-XX"?
