My Personal Opinion

There is a point in Umer's concern. Though he has applied earlier and still old rules apply to him, But if there are new applicants who have similar expertise/points as that of Umer and they are very good at FRENCH (May be B2/C1/C2) then definitely new applicants will be preferred. So this is purely luck and there is nothing in our hands. Just wait and watch.

The person who got AOR before 1,aug2013, new rules will not apply on him/her. Logically this is true !!
 
It is important to note that applicants would not be disqualified for possessing less than B1 proficiency in French or English. The QSW application is assessed on a points system, and it is possible for an applicant to achieve sufficient points without being awarded points for their language skills.

These language rules will be effective for new applicants beginning August 1st, 2013. The rules will be effective retroactively for submitted files for which preliminary processing has not already begun. What constitutes ‘preliminary processing’ has not been made clear in the government’s announcement.

You must be talking about your consultant office. Where you sent your file, when you sent your file, did you receive any receipt...details please.
 
This is what I got:

No, it will not affect your file, as the regulation that applies to you is the one that was in application at the date of reception of your file by the Immigration office.

They are just giving different answers to different people. I think even the guys who are answering are not sure like us that what is going to happen. But the answer which I got is created some kind of hope for me at least.

Lets keep the hope alive.

Stylove, there's no need to worry. Since the balance from your credit card was deducted AOR is just a matter of time. And also you need to account for slow regular mailing service. It might be that you already have AOR, but just haven't been notified by that so far. Don't be discouraged by some posts that create a dispute on this topic.

My application was sent in March as indicated in the timeline. I got AOR two months later. If AOR is received before 31st then preliminary processing begins immediately. I don't have explanation about your call to BIQ. Probably, the person you spoked to mislead you or you didn't get it right. That happens sometimes. If they receive thousands of call daily somebody might just blurted something in response. That's not logical that only certain applicants are subjected to new rules. The rules are the same for everyone..
