A1 and A2 are not enough to live and work in a Francophone province/country; however living in a city like Montreal where English is spoken more or less, makes the transition to French more easy. Many people will not agree and even though I hate to admit it, you are right on your statement. It is our responsibility as potential Quebec immigrants to make sure we have a competent level of French.
