After submitting application and am able to meet 63 points without french result, Must i submitt french test result? Or I should learn to speak french?

They are accepting distance learning or part time study... RICOLUNA had he's interview last month and they accepted his degree. details in his reply to my question below (page 142)

Hi AMirjis,
Once i contacted the Quebec Immigration helpdesk number and the lady to whome i spoke she siad that they are not concerend on how have you obtained the diploma i.e patr time/full time/distance education, they just need the certificate.
but even i am not satisfied by the answer. I have also done my Mtech as Part time Study . I will request you call up Helpline number and once again conform. Please let me know as well.

Thats good news Amirjs so go ahead and apply as soon as you can.
 
As per the rules, 63 is more important than french in order to get CSQ.
If your calculated point is 63 without any points in french language proficiency and adaptability then 100% surely you will going have your CSQ.
But, french is also important in terms of getting job and settling there.
