you can appear for all the DELF levels that you like. no restrictions on that, only restriction that they say is if you've passed the level you cannot reappear for the level just to improve your scores.
so you'll realise that appearing for levels that you're not proficient in can be a dangerous thing. if you pass with less than 16 in that level, that goes for a waste and you can reappear to improve the score.
there is some provision to re-do the level by forfeiting that level or something. not sure/clear abt it though.
