As far as I know if you have already started the application for the FSW you should in no way start another application. And another thing is that if you have started the FSW process it will not take longer than it will take the QSW which has two parts the first one where you should take the CSQ and the second one where you should go through the federal process (which takes as long as the FSW process)
And yes, to be able to get accepted more easily by Quebec Province you should at least have a basic knowledge of French and if you are not from a French speaking country, of you have not finished any studies in French then you should prove it by presenting a certificate (TEF or TEF-aq(which is easier).
As per your moving to Ontario after 6 months it is up to you to decide but during the QSW process you will have to sign a paper stating that you intend to live and work in Quebec.
