I would advise your friend goes to the monprojet quebec website and follow through. Maybe he/she should also do the eligibility test. The process is quite straight forward as the website is self directing, though long. However, should he/she experience any problem or confusion, they might refer to the group with objective question. Having said that, I would say it would be a lot of work for one to lay down the whole process here. At least, let him start by registering to open an account.
