The Quebec Immigration is different from others provinces in Canada. What this means is that Quebec uses a points based system...your age, work experience, level of education, family in Quebec, stays in Quebec, Job offer etc. If you have sufficient points from these factors you do not need french scores. However if you do not, you will need french to gain additional points and as someone pointed out already it must be B2 and higher. I only applied for the Quebec Skilled immigration so I currently do not have this same problem. However, if I have to make an educated guess, I will say that this application that you are now applying for is a completely new application given your CSQ and therefore writing your old UCI is not needed - I believe you will be given a new case number as you have been already nominated by Quebec. you can however indicate that you applied for the FSWP and your file was returned and here is the UCI - just so you do not leave any stones unturned.
