2) IF we do have basic proficiency only in french, then can be the interview in french & English both? and will it be harmful or claim as negative point for receiving CSQ?
3) Will my spouse get interviewed by visa officer? if yes then french necessary for her?
4) What are the next steps and timeframe after i get AOR?

1. No chance at all because you are considered "Pre-qualified" for CSQ. A "qualified" file is 63 and above.
2. Based on backreading, IO starts interview in French and they will gauge you if you could continue doing so. If not, interview will be in English instead. If you are claiming points for adaptability, I guess you should impress the IO at the very least.
3. I think the principal applicant only. But no harm in preparing so.
4. It depends on your country of origin. We have different timeframes.

Sent our application last July 2013 (old rules) however application was returned yesterday Jan 6, 2014 due to credit card payment problem. They have asked me to submit a new payment. May question is, am i still be processing under the old rules?
