I had the same situation. We were also told to submit TCFQ results, but we did not receive any refusal and neither did we file for administrative review.

no, it's not true. Equivalence is just an expert opinion. It's mentioned in the official website and also mentioned at the back side of your equivalence certificate under conditions column. It neither converts foreign degree to Quebec degree nor changes the education points.

Actually i have gone through that GPI and on the page number 23 you will find the following details

If the diploma was issued more than five years before the filing of the DCS must
determine whether the candidate has worked for at least one year a profession
directly related to his training with a diploma.


and

The rule in the previous paragraph for the degree of over
5 years are two exceptions:
-
if the candidate has held a management position (large groups from 01 to 09
as defined in the NOC), or if it was research professor and assistant
research at the university in their area of training, and demonstrates
that he performed duties directly related to their area of
training, the test points will be awarded;


so in my case i have an experience of Insurance manager (code 0121) areas of training points will be given that is 12 and
if areas of training points are 12 or 16 in that case your education points will be automatically become 10(in my case B.com)

B.com doesn't get 12 ou 16 training points. So, B.com only gets 6 points in education.

you will get 6 points in education. I am not sure about your training points bcoz i don't know the field of study of your b.com. But i am sure any field of study in b.com doesn't get 16 or 12 points in training. Either you get 6 points or 0 point in training.

Training points is related to field of study in your education not work experience.
