Done check the following link: http://www.canadavisa.com/canada-immigration-discussion-board/damascus-beirut-applicants-medicals-submitted-2013-t163313.0.html;msg3016879#msg3016879

FYI:

I called saaq today to book an appointment for the driver's license test. I was informed that we are allowed to drive with the Lebanese(translated) or the international driving license for 6 months. The closest appointment is in 1 month so I took it. 2 tests are required: Theoretical with multiple choice questions on a computer and then the practical at a later time. You can do the test in French, English, Arabic, Spanish or Chinese after studying in the books that you can find in libraries and pharmacies.

As for the health card, if you reside outside of Montreal then you have to call the regie so they mail you the required forms in around 5 business days to fill them out and submit them in person to any CLSC in your area.

The SIN card is the easiest. It can be done at any service canada location(apply for it before anything else)

Hope this is informative for everyone before leaving to Canada.

For uae ,in dubai we need to get a certificate from RTA that is intended for canada licensing authority, my friend used it in alberta, not sure if same rules apply in Quebec.

Regarding the SIN, I was only given a paper with the number today, no cards are used anymore.

It is mentioned on service canada website:

On March 31, 2014, Service Canada began issuing SINs in a paper format (confirmation of SIN letter). Production of the plastic SIN cards has stopped.
