also i have to tell you that my friend didn't sign the paper that says you have to live in Quebec and he was surprised when i told him that i signed like this paper , maybe this is a new rules in Quebec , I don't know

because I understood that federal applicant can live everywhere.

Regarding federal part, you can live anywhere, as for Quebec as to my knowledge, you need to live the first 2 years in the province before you can move elsewhere but this thing is not mentioned on any page at CIC.

We would like to inform you that your processed decision has been dispatched from the Canada Visa Office, on 27 Mar 2014 to the Canada Visa Application Centre.

based on Google search , there is no book for federal and book for Quebec , there is only one book for Citizenship in English or French

You can drive with an international driver license for 3 months from the day of landing. During this time, you should book an appointment to take a written test. There are two books you need to read. Once you pass the written test, you will then take another appointment for the driving test. The operator told me that there's a waiting list so it's best you handle this matter asap. She also informed that Lebanon and Quebec don't have an aggreement, and therefore they cannot exchange the lebanese license for a Quebec license. You will need to go through these two steps.
