thanks, just to be on safer side, would it be ok if he lands in Ottawa and later moves to Montreal.

If he is a QSW then he have all right to land in Quebec directly and I think it's better for him to land in Quebec (Montreal).
I know people who are a QSW and land in Ottawa faced some minor problems at the airport (investigation ...)

yes he is QSW and has already changed his flight from Montreal to Ottawa. Should I ask him to change flight again if you really think landing in Ottawa can put him in trouble !

if they will do that,they infrom that offcially in their website and newspaper as happened in 2008,in that time,they closed all applications federal skill worker which r submitted before 27 feb 2008 and they refunded all the money to the applicants,but they inform that offcially,not just rumors my dear,understand me now

I have a relative at the Canadian Embassy in Romania and he confirmed that. They will inform everybody soon, expect the news to be posted on the official website by the end of the month. I'm so upset and was planning everything on the Canadian Visa now I don't know what I should be doing in my home town where there is no job for anybody. Sorry to tell you that but believe me my heart is aching.

only lebanais applicants,coz i am from syria and i have sent my application to federal part in Amman office just 4 months ago,maybe they do that now in Amman too for me ??

Oman should be fine but since there is lots of Romanian Applicants in Romania they're giving priority to the Romanians and since the waiting list in Romania is 4 years so they're going to cancel the outsider applicants like Lebanese, Syrians and Palestinians.
