yes you are absolutely right but unfortunately me and others have sent their applications directly to Nova scotia and nothing at all. I am 7/2012 applicant and I expect 2 more years 2 land there . before I was on hurry but now I make my plans for 2015 to land there and enjoy my life . Amman office only start working on qsw files on 13/5/2013 and it is very slow with shortage of employees and 3 countries plus west bank to handle.
I wish best of luck

dear all
this is the last reply from Romania visa office that came todayThis is in response to your email (see below).
The Acknowledgement of Receipt (AOR) letter that you have received gave you the average processing time for visa applications for the category in which you have applied, if an interview or further investigation is not required.
Background checks or further investigation are necessary in relation with the processing of your client's application. Therefore, the time needed for the processing of this application has fallen outside the timeframe set out in the AOR letter.
The Immigration and Refugee Protection Act requires that each person applying for a visa to Canada be screened in many different ways, including health, security and criminality.
Often, delays in the processing of an application are out of our control as some processing steps require coordination with external authorities.
Our office will contact you as soon as all verifications are completed, or as soon as more information, documents or an interview are required.
Delays in the processing of visa applications are always frustrating to all concerned.
As we mentioned on our email on November 19, 2013, our office cannot provide you with an update of case status by email on a regular basis, but rest assured that we will contact you for the next stage of the processing of the file.

Dear allllll

my status was updated today :)
it says that my permenant residence application status is : In Process
and that they started processing my application 5 days ago.

what does this mean, no interview needed? how much time still needed,.......
what u think guys :)

=== VERY IMPORTANT===

To crack the interview french is not that much essential, because with basic french knowledge (A1/A2/B1) and good english one can crack that. But the exam which is conducted for regulated profession which comes under professional body will demand at least a level of B2 proficiency.

Check whether your profession is regulated or not here.
http://www.cicic.ca/403/occupational-profiles-for-selected-trades-and-professions.canada

If it is regulated then you have to clear the exam OQLF to get permanent work permit and to obtain a license under your QSW PR.

Read below summary to get better idea:

anyone who didn't complete either a high school or college in a francophone country is eligible for a one year temporary work permit with a possibility of extension. So, it means that even if you qualify according to academic credentials without good french it's impossible to be a chemist, physicist, engineer, doctor whatever in Quebec. To get a permanent permit the candidate has to pass a french exam by Immigration Culturelle upon arrival to Quebec.

candidates must obtain a certificate from the Office québécois de la langue française (OQLF). The certificate is issued to anyone who passes the OQLF examination, which assesses knowledge of French based on the following four criteria: written comprehension, oral comprehension, written expression, and oral expression.

may issue a temporary permit valid for one year to individuals who have obtained their diploma outside Québec and who are declared qualified to practise their profession but who have not been able to demonstrate the required level of French fluency.

my dear ,good news, interview is not needed coz u have passed interview and u got CSQ and the federal part cant do anything about that, generally they request a second interview if u have a problem about security, criminality or the health and then they want to check about that.
good luck

no one can predict about that,it depends on the security check, some applicants get a big email about 5 months after the medical ,some of them 6 or 8 .some of them after 4 months,so no one cant predict about that, they have others way to check about the security.
