ashaa, I do not recommend you write to them to tell them that you cannot get the police certificate. there must be a way, may be the address you are putting is not right, and that is why you are not receiving the mail.

U have no option than to put yourself in a plane and fly to France...the police certificate is a MUST. Or if u have someone there u can make them a procure through French Embassy Beirut, so they can represent u and ask for u the police certificate.U need to provide them all addresses where u have lived there and a copy of ur old and new passports.

Last week when i went to the Canadian Embassy Beirut...everyone that got the PR..had 1 year validity and ONLY ONE ENTRY. They give u some papers u must show when u arrive to Montreal, and there i think the officer gives u the residence card.
Same process was when i accompanied my son on a student visa.Visa was delivered in embassy .but the residence card he took it at the point of entry.
